The National Reconstruction Authority (NRA) has urged the representatives of the development partner organizations to be more focused on technical assistance, citing that technical human resources was the main challenge for the reconstruction.
NRA chief executive officer and committee coordinator, Prof Dr Govinda Pokharel, speaking in the fifth meeting of the Development Assistance Coordination and Facilitation Committee here on Thursday, said around 200 thousand private houses have been constructed or under construction so far.
He added that this number was expected to reach 350 thousand by January 14, 2018 as many of the beneficiaries have planned to start building their houses after the Tihar festival.
CEO Pokharel expressed the belief that the impoverished community would be benefited by the recent announcement of the government to provide interest-free loan of up to Rs 300 thousand against the under-construction house as collateral.
He stated that the lack of construction workers was the biggest challenge in the reconstruction drive, adding that preparations were underway to conduct training in districts other than those affected by the earthquake to produce and meet the shortfall of construction human resources.
In the meeting, NRA spokesman Yam Lal Bhusal presented a paper on the progress of reconstruction works, major policy works, financial status, the status of re-evaluation and re-survey, the role of the local level, implementation status in 17 districts and the human resources situation at the NRA, among other issues.
Representatives of the development partners had expressed their views on the interest-free loan programme and the inspection of the private homes carried out by the NRA, the Authority’s communications strategy, complaint handling mechanism and allied issues.
Present in the meeting were the representatives of the development partners assisting in Nepal’s reconstruction, members of the NRA executive committee, NRA officials and the chief of the central project implementation unit, among other agencies.
